1. Strengthen community and informal support

Recognise the vital role of Somerset’s Voluntary, Community, Faith, and Social Enterprises (VCFSE) sector and peer groups in providing psychosocial support to help people recover, build confidence and reconnect with work.

2. Invest in the Voluntary, Community, Faith and Social Enterprises sector

Resource and recognise community organisations as trusted frontline providers of support. Many people turn to them first for help with health, housing and employment. Fund partnership projects which embed VCFSEs in work and wellbeing strategies.

3. Invest in transport and digital infrastructure

Improve transport links and internet access, especially in rural areas, to support access to work, training, and services.

4. Boost digital access and skills

Increase access to devices and the internet. Offer training in digital skills, including how to find and apply for jobs online.

5. Take a holistic approach to barriers

Integrate employment support with housing, health, and social care. Provide access to occupational health, mental health services and financial advice. Use flexible, case-by-case assessments which support people holistically.

6. Improve access to health and mental health support

Ensure job roles are accessible and that mental health and addiction services are available to support work readiness and recovery.

7. Improve data and collaboration

Strengthen the quality and sharing of local data. Set up formal data-sharing agreements between health and social care, statutory bodies and the VCFSE sector to support joined-up, person-centred support services.

8. Reform policies to remove systemic barriers

Ensure employment and welfare policies allow flexible transitions between work, training, and recovery. Enable people on long-term sick leave to access training and prepare for more suitable roles aligned with individual preferences and health-related needs.

9. Clarify impact on benefits

Provide clear and accessible information about how engaging with services (or training) may affect benefit payments. Develop initiatives and targeted streams of work to reduce fear and confusion.

10. Support unpaid carers

Acknowledge the impact of caring responsibilities and offer clear pathways for carers to re-enter the workforce. Develop and implement approaches which provide flexibility, respect and trust.
